1. Introduction
The Investors and Diplomatic Peace Ambassadors of Nigeria (IDPAN) Diplomatic Passport is an official organizational identification document issued to senior officers, accredited envoys, and duly authorized representatives of the Network. It serves to formally recognize individuals engaged in approved peace advocacy, humanitarian initiatives, diplomatic engagement, and international cooperation carried out under the authority and mandate of IDPAN.
This document establishes the legal, administrative, and operational guidelines governing the issuance, authorized use, scope, limitations, and responsibilities of holders of the IDPAN Diplomatic Passport.
2. Legal Status of the Document
2.1 The IDPAN Diplomatic Passport is an institutional identification document issued under the authority and approval of the Executive Council of the Investors and Diplomatic Peace Ambassadors of Nigeria (IDPAN).
2.2 This document does not constitute a national passport and does not confer citizenship, residency, diplomatic immunity, or any legal status under the domestic laws of any sovereign state.
2.3 The IDPAN Diplomatic Passport does not replace or serve as a substitute for the holder’s national passport and shall not be used as a primary travel, border control, or immigration document.
3. Purpose and Scope of Use
3.1 The IDPAN Diplomatic Passport serves as official evidence of the holder’s affiliation with the Investors and Diplomatic Peace Ambassadors of Nigeria (IDPAN) and their authorization to participate in approved diplomatic, peace advocacy, humanitarian, and development-related missions undertaken on behalf of the Network.
3.2 The document may be presented as an institutional form of identification at summits, conferences, official delegations, high-level meetings, and other formal engagements where IDPAN is duly represented.
3.3 While the IDPAN Diplomatic Passport may assist in the professional recognition of accredited IDPAN officials during bilateral or multilateral engagements, it does not grant any automatic diplomatic privileges, immunities, visa waivers, or exemptions, except where such recognition is expressly provided by the competent authorities of the host or receiving state.
4. Restrictions and Limitations
4.1 The IDPAN Diplomatic Passport shall not be used for visa applications, international travel authorization, border clearance, or entry into any country.
4.2 Holders must possess and travel with a valid national passport at all times and are required to fully comply with all immigration, customs, and visa regulations of host or receiving states.
4.3 Any attempt to present or use the IDPAN Diplomatic Passport as a national travel document, evidence of citizenship, diplomatic status, or as a substitute for a visa is strictly prohibited and shall result in the immediate suspension or withdrawal of the credential, in addition to any other disciplinary measures deemed appropriate by IDPAN.
5. Eligibility and Issuance
5.1 The IDPAN Diplomatic Passport may be issued only to individuals who meet one or more of the following criteria:
- Hold senior leadership or executive positions within the Investors and Diplomatic Peace Ambassadors of Nigeria (IDPAN);
- Serve as officially recognized IDPAN diplomats, special envoys, or high-level representatives;
- Are formally assigned to authorized IDPAN missions or engagements that require official institutional identification.
5.2 Issuance of the IDPAN Diplomatic Passport shall be subject to the exclusive approval of the IDPAN Executive Council or any duly authorized issuing body designated by the Council.
5.3 All IDPAN Diplomatic Passports remain the property of the Network and may be suspended, withdrawn, or revoked at any time in cases of misuse, misconduct, breach of policy, or upon the completion or termination of the holder’s official role or assignment.
6. Responsibilities and Obligations of the Holder
6.1 Holders of the IDPAN Diplomatic Passport are responsible for safeguarding the document against loss, theft, damage, or any form of unauthorized use.
6.2 In the event of loss, theft, or suspected misuse, the holder must immediately notify the Investors and Diplomatic Peace Ambassadors of Nigeria (IDPAN) for prompt administrative action.
6.3 The IDPAN Diplomatic Passport shall not be altered, reproduced, transferred, or used by any person who is not officially authorized.
6.4 Holders are required to conduct themselves at all times in a manner that upholds the values, integrity, and international reputation of IDPAN.
7. Additional IDPAN Identification Instruments
7.1 The Investors and Diplomatic Peace Ambassadors of Nigeria (IDPAN) may issue supplementary identification instruments, such as official mission cards, administrative passes, or humanitarian credentials, to facilitate operational, logistical, or programmatic activities.
7.2 These supplementary documents do not override national immigration laws, nor do they replace the requirement for a valid national passport for international travel.
8. Long-Term Organizational Vision
8.1 The IDPAN Diplomatic Passport is an integral component of a strategic initiative to reinforce the Network’s institutional identity, enhance international collaboration, and advance IDPAN’s mission of promoting peace, humanitarian service, and cooperative engagement among peoples globally.
8.2 Future IDPAN travel documents, identification systems, or related credentials may be developed in accordance with international standards and in consultation or formal agreement with relevant states, organizations, and partner institutions.
9. Enforcement and Compliance
9.1 Non-compliance with the rules and provisions outlined in this document shall constitute grounds for administrative review and may result in the suspension or revocation of the IDPAN Diplomatic Passport.
9.2 The Investors and Diplomatic Peace Ambassadors of Nigeria (IDPAN) reserves the right to amend, revise, or update this policy at any time to ensure alignment with international standards, evolving organizational requirements, and applicable legal considerations.
